Planned Parenthood of El Paso began abortion services on Dec. 15, Autumn Keiser, spokeswoman for Planned Parenthood of Greater Texas, wrote in an email.
The Planned Parenthood clinic provides medication abortions for patients up to five weeks and six days after the start of their last menstrual period, according to its website. Medication abortions are non-surgical procedures in which patients take medication to end a pregnancy.
These proposals are “complying with Texas’ extensive abortion restrictions,” Keizer wrote, referring to Texas Senate Bill 8.
The new state law prohibits doctors from performing abortions at about six weeks into pregnancy, the strictest time limit on abortion services. Under SB 8, anyone who aids and abets a person seeking an abortion during this time can face an unlimited number of civil lawsuits, with financial penalties of at least $10,000.

Planned Parenthood’s patient navigation team will help Texans who are further along in their pregnancies seek care at out-of-state clinics, Keizer wrote, and provide logistical and financial support as needed. But, she noted, “documentation status, abuse, the inability to take time off from work or find adequate child care and other barriers may prevent Texans from accessing that care and seeking an abortion the state.”

Before the pandemic, physicians flew to El Paso twice a month to perform abortions at the Planned Parenthood clinic. In March 2020, concerns about COVID-19 halted that practice, although the clinic continued to offer other health care services.
That same month, another El Paso abortion clinic – Hill Top Women’s Reproductive Center – closed without explanation. Within a month, the city lost all abortion services.

For nearly two years, Planned Parenthood El Paso has tried to recruit new doctors to perform abortions at the clinic, but Xochitl Rodriguez, philanthropy officer for Planned Parenthood of Greater Texas in El Paso, Texas, made the clinic a tougher sell with legislation new state. he said in an interview earlier this summer.
SB 8 came into effect on September 1. The controversial new law overrides major US Supreme Court cases that established the constitutional right to abortion until about 23 weeks gestation, the time a fetus can survive outside the womb.
Under the new law, scores of pregnant Texans were forced to travel out of state for abortions.

Those out-of-state trips were nothing new for some El Pasoans, who found access to abortion services in New Mexico, which places fewer limits on abortion rights. Some border residents also manage their own abortions without medical assistance, often by buying abortion pills online or in Ciudad Juárez, where the over-the-counter medication misoprostol is sold as a miscarriage treatment.
The El Paso clinic currently offers medication abortions Wednesday through Friday each week, according to Keiser. The clinic does not offer surgical abortions.
“Despite politically motivated efforts to limit that access and intimidate patients and health care providers, we remain committed to doing all we can to support Texans in getting the health care they need and deserve get,” Keizer wrote. “We are relieved that El Paso and nearby communities once again have access to this critical, time-sensitive health care at Planned Parenthood.”
