The National Academy of Sciences is a private, nonprofit society of distinguished scholars engaged in scientific and engineering research dedicated to the advancement of science and technology and their application to the common good. Under a charter granted to it by Congress in 1863, the Academy has a mandate to advise the federal government on scientific and technical matters. Dr. Ralph J. Cicero is the president of the National Academy of Sciences. The National Academy of Engineering was established in 1964, by charter of the National Academy of Sciences, as a parallel organization of distinguished engineers. It is autonomous in its administration and in the selection of its members, sharing with the National Academy of Sciences responsibility for advising the federal government. The National Academy of Engineering also sponsors engineering programs designed to meet national needs, encourages education and research, and recognizes the outstanding achievements of engineers. Dr. Charles M. West is president of the National Academy of Engineering. The Institute of Medicine was established in 1970 by the National Academy of Sciences to provide the services of distinguished members of the respective professions in the study of policy issues related to public health. The institute acts in accordance with the responsibility assigned to the National Academy of Sciences by its congressional charter to act as an advisor to the federal government and, on its own initiative, to identify issues of medical care, research, and education. Dr. Harvey W. Feinberg is the president of the Institute of Medicine. The National Research Council was organized by the National Academy of Sciences in 1916 to connect the broader science and technology community with the Academy’s goals of advancing knowledge and advising the federal government. Operating in accordance with the general policies defined by the Academy, the Council has become the principal operating agency of the National Academy of Sciences and the National Academy of Engineering in providing services to government, the public, and the scientific and engineering community. . Foreword Much has been written over the past 20 years about the deteriorating condition and quality of the nation’s roads and bridges, power and water systems, and the trillions of dollars it will take to fix them. However, the issues are much more complex: How we as a nation choose to upgrade our infrastructure systems in the coming years will help determine the quality of life for generations to come. It will also help determine our success in other national challenges, including remaining economically competitive, reducing dependence on imported oil, and addressing related issues.
